Wow, do I love this idea. One unintended consequence: I could go 0-82, but simply structure my team to win three straight games in mid-April to earn that 8th spot. More realistically, if I knew I wasn't a Top 7 playoff contender, I would probably sit my stars mid-season if they were even remotely not fully healthy, saving them for the play-in. But that's quibbling -- and not even a bad outcome. Love this.

I like the idea a lot. I think we can add to it by including the NBA Draft.
The lottery was supposed to stop tanking, but obviously it has encouraged it. Everyone wants the most ping pong balls.
The teams that earn the final playoff spot also get the number 1 and number 2 picks in the draft. The tiebreaker would be whoever had the BEST record in the regular season would get the number 1 pick. This would also apply to the earlier rounds where there are multiple eliminations in the same round.
So not only are you playing for the last playoff spot, but Blake Griffin is on the line also, or John Wall, or Lebron James. There could be a franchise changing player up for grabs in this tournament.
As a side note, another way to fix the NBA Draft system is give the most ping pong balls to the team that finishes with the best record that doesn't make the playoffs. That definitely prevents tanking and there is also a chance for the worst team to get the number 1 pick still.
What am I talking about, David Stern fixes the draft anyway.
